As an important part of China's engineering system, the reservoir has comprehensive functions of flood control, water supply, electricity storage, irrigation, ecology, etc. It is one of the important engineering measures to regulate the space-time distribution of water resources, optimize the allocation of water resources, prevent and control water disasters, and protect the ecological environment, and is an irreplaceable important part of the river flood control system.
In the 1950s and 1970s, China completed the Great Leap Forward in the construction of water conservancy projects and became the country with the largest number of reservoirs in the world. Most of the existing 93000 reservoirs were built during this period. However, limited to the technical and economic conditions at that time, the quality and construction level of many reservoirs are not too high. Most of them are small dams, and they are basically out of service. In the following decades of operation, due to the lack of necessary maintenance funds, the number of dangerous reservoirs exceeded half to more than 40000. Since 1954, there have been 3515 dam-break reservoirs in the country, of which small reservoirs account for 98.8%. Moreover, most reservoir managers lack modern reservoir management knowledge and technical quality, which are far from meeting the management requirements of reservoir management under the market economy. The concept of reservoir safety management is backward, lack of strategic research, lack of a complete set of technologies and specifications, lack of guidance for the management and safety of medium and small reservoirs, and lack of a reservoir safety management system for the corresponding basin. The level of safety monitoring of small and medium-sized reservoirs is relatively low.
In view of the large number and remote location of these small reservoirs, managers lack modern reservoir management knowledge. If we rely on the regular inspection of personnel alone, on the one hand, we need a lot of manpower and capital investment, on the other hand, the timeliness is low, and it is difficult to effectively grasp the safety status of the reservoir. Therefore, a system with remote automatic monitoring is needed to assist efficient work.The water conservancy dam safety monitoring system is such a remote operation monitoring system.
